13-3302.A - Even though the legislation never criminalizes any form of gambling, Arizona takes the time in their policy to officially sanction these forms of gambling. “Amusement gambling” is playing games for prizes without wagering money, “Social gambling” is gambling with no official facilitators (think a home poker game) and “Regulated Gambling” is gambling within any of the tribal casinos in Arizona. All of these actions are legal in the state of Arizona.
13-3303.A - Just as in the Federal Laws, even though it is not a crime to participate in gambling, we can see that facilitating it for a profit is indeed a crime. Obviously, tribal casinos are exempt from this clause in the Arizona constitution.

Wire Act – The Wire Act made transmitting any information related to bets across state lines using a wire a felony. In the mid 2000’s, it was ruled that this included the internet, meaning that no sanctioned sports betting site in the US could accept players outside their home state. The PASPA in 1992 declared it unlawful for any states outside of Oregon, Delaware, Montana or Nevada to sanction sports betting at all, even if it took place within the state.
PASPA – Players can understand the Federal stance on gambling through understanding three distinct acts.
